Construction labour in Belagavi

Belagavi is in Karnataka, so a construction worker's labour card, welfare-board benefits and minimum wage here are decided by Karnataka's rules — not by the national ones. The board, and the names it goes by

The Karnataka Building and Other Construction Workers Welfare Board is the body that registers you and pays the schemes. Workers and officials call the card a labour card, a BOCW card or a karmika card, and the board's own worker-facing offices are the Dr. B. R. Ambedkar Karmika Seva Kendras. All of it is the same registration.

Two things on the board's website are worth saving to your phone before you start: the district office list, so you know which office covers your site, and the helpline number, 155214. A single visit to the right office with a complete file beats a fortnight of phone calls to the wrong one.

Karnataka has moved these services between portals more than once. Always open the board's own site to find the current application link rather than clicking an old bookmark or a link in a forwarded message.

The four documents Karnataka asks for

An employment certificate proving your 90 days. Your Aadhaar card, self-attested. Proof of age — a voter ID or Aadhaar will do. And a ration card, which the board's own page lists as not mandatory. Do not delay your application because you do not have a ration card; people lose years to that.

Get your bank account seeded to Aadhaar before you apply if it is not already. Every scheme payment that eventually comes to you goes through that link, and a mismatch discovered at claim time is a much worse problem than a mismatch discovered now.

Use one spelling of your name. Whatever is on Aadhaar is the spelling that has to appear on the application and on the bank account. A name that differs by one letter across three documents is the commonest reason a Karnataka application stalls.

The employment certificate, and the four ways to get one

This is the document that traps people, because it cannot come from you. It has to be issued by somebody else, certifying that you did construction work for at least 90 days in the last year.

Karnataka accepts four versions of it and you need only one. Form V(A) is signed by your employer. Form V(B) is issued by a registered trade union. Form V(C) is issued by a labour inspector. Form V(D) is issued by a grama panchayat.

That matters more than it sounds. If your contractor will not sign anything — and many will not, because signing acknowledges he employed you — you are not stuck. Stop asking him and go to one of the other three. Ask for the form by its letter: "I need Form V(C)" gets a much faster answer at a labour office than "I need a certificate".

In Bengaluru there are registered construction workers' unions that issue Form V(B) routinely, and they will usually walk the application through with you. That is worth a bus fare.

Where to apply in Karnataka

Three routes. Online through the board's own portal. Online through Seva Sindhu, the state's services portal, under labour welfare services. Or in person.

In person is often faster if your papers are untidy, because somebody looks at the file and tells you what is missing instead of rejecting it silently three weeks later. Go to your district labour office or a Dr. B. R. Ambedkar Karmika Seva Kendra with the originals and a set of photocopies.

Whichever route you take, photograph your application reference number the moment you get it. That number is how you check status, and reconstructing it later is painful. The board's published delivery time is 15 days; allow longer if your employment certificate needs verifying.

What the Karnataka board pays for

The board's schemes page lists a monthly pension after 60 for workers with continuous registration, and a family pension for the spouse of a deceased pensioner. Accident benefits covering death, permanent total disablement and partial disablement. Medical assistance towards hospitalisation. A maternity benefit and a follow-on child support payment. Marriage assistance. Assistance for major ailments. A disability pension. Funeral assistance. Education assistance for children. And a concessional BMTC bus pass for workers in Bengaluru, which is the one card holders most often forget to claim and which pays for itself in a month.

We do not print the amounts. Every one of them is fixed by rule and revised from time to time, and a stale figure here would be worse than none. Open the board's schemes page and read what the board publishes today.

Two conditions decide most Karnataka claims. Several schemes need a minimum period of continuous registration before you can claim at all — which is the argument for registering in your thirties rather than in the week you need it. And most claims have a window after the event within which you must apply. Ask at the Karmika Seva Kendra what the window is on the day the event happens.

Staying registered

Karnataka asks you to show the registering authority, every year, that you were employed in building or other construction work for at least 90 days in the preceding twelve months. The board's own page names the proof it wants: a pay slip, or a copy of the nominal muster roll.

This is how most Karnataka labour cards die — quietly, unnoticed, and discovered at a hospital counter three years later. Put a reminder on your phone for the same month every year and treat it like a bill.

Collect the evidence as you go rather than at renewal time. UPI payment messages from contractors are proof. A photograph of the muster roll page with your name on it, taken before you leave a site, is proof. And ask employers to fill in the work details on the identity card itself, which is exactly what the space on it is for.

Minimum wage in Karnataka

In Karnataka an unskilled construction worker in the Greater Bengaluru Authority area is owed at least ₹938.73 a day, and a skilled one at least ₹1,127.54 — a basic fixed by the single consolidated notification effective 22 May 2026, plus the variable dearness allowance payable from the same date. Karnataka replaced its old patchwork of separate per-employment orders with that one notification, published in the Karnataka Gazette Part IVA. It covers 81 scheduled employments, and building and other construction works is entry 16 on its Annexure-1 list. Rates run on two axes at once: four skill categories, and three zones — where Zone 1 is the area falling within the jurisdiction of the Greater Bengaluru Authority. If you are reading a Karnataka table with four zone columns, you are reading the superseded schedule.

Where the real Karnataka number lives

The Labour Commissioner's office publishes minimum wage notifications on the Karmika Spandana portal, on a page called Minimum Wages Final Notification. That is the page to open, and the newest entry sits at the top.

Two documents matter there. The main one is the Single Final Notification on Minimum Wage Rates dated 22-05-2026. Alongside it is a short companion, Details on Single Notification of Minimum Wages, which states the effective date, the three zones and the skill-wise rates on a single page. Inside the main notification, the list of covered scheduled employments is Annexure-1, and building and other construction works is entry 16. That is your confirmation that construction sits inside the consolidated notification rather than under some separate older order.

Two practical warnings about the documents themselves. The main notification is largely in Kannada, and several of the per-employment tables are scans rather than searchable text, so read them like a photograph. And be careful with figures that look monthly: the notification derives the daily rate by dividing the monthly rate by 26, so a monthly number is not your day rate until you have divided it.

The Karnataka rates, and the sum you have to do yourself

Read this section together with the warning two sections below, because the figures here are only worth anything if you can tell whether they are still the live ones when you read them.

The same sheet gives the monthly equivalents, which are simply these multiplied by 26 — Zone 1 unskilled is ₹23,376.43 a month, Zone 1 skilled ₹28,285.47.

Now the part that matters, and it is the reason so many Karnataka figures circulating online are too low. That table is the BASIC ONLY. The dearness allowance is printed further down the same sheet as a separate calculation and is never added in for you. It is worked as follows: present consumer price index 10,328 points, frozen index 9,469, a rise of 859 points, times ₹0.04, times 30, giving ₹1,030.80 per month — which the sheet then divides by 26 to reach ₹39.64 per day, payable from 22-05-2026.

So your legal floor is the basic for your zone and category PLUS ₹39.64 a day. WE HAVE DONE THAT ADDITION FOR YOU AND YOU SHOULD KNOW IT IS OURS, NOT THE GOVERNMENT'S: no Karnataka page prints the summed figure anywhere. Zone 1 works out at ₹938.73 unskilled, ₹1,028.64 semi-skilled, ₹1,127.54 skilled and ₹1,236.33 highly skilled per day. Zone 2 is ₹856.99, ₹938.73, ₹1,028.64 and ₹1,127.54. Zone 3 is ₹782.69, ₹856.99, ₹938.73 and ₹1,028.64.

Two things follow from the sum being ours. If a contractor disputes it, do not argue about our arithmetic — show him the two printed numbers on the department's own sheet, the basic for your row and the ₹39.64, and let him add them himself. And when you re-check this page later, check BOTH halves: the basic changes when a new notification lands, and the ₹39.64 changes whenever the index is revised, independently of it.

Three zones, and the map changed too

Karnataka used to run four zones. The consolidated notification effective 22 May 2026 cut them to three. Zone 1 is the area falling within the jurisdiction of the Greater Bengaluru Authority. Zone 2 is the other city corporations of the state together with all district headquarters. Zone 3 is everywhere else.

So the 2026 change was not only about money. It redrew the map. A site that used to sit in one band may now sit in another, and a table that does not mention the Greater Bengaluru Authority predates the current map whatever its date says.

If you are working anywhere in the Greater Bengaluru Authority area, you are in Zone 1, which carries the highest rates. That single sentence is worth more to a Bengaluru mason than any figure, because it tells him which column to read.

The Karnataka page that will mislead you

This is the most useful paragraph on this page and it is worth more than any link, because the same trap will be waiting at the next revision.

The labour department's site has a live page titled "Minimum wages rates for the year 2026-27". It is official, it sounds current, and it lists all 81 employments with a PDF each. Open its construction PDF and you get a schedule built on a notification dated 13 January 2023, with the dearness allowance refreshed for the financial year but the underlying rates untouched — and four zone columns, from the old zone map. It is materially lower than the schedule that actually applies, and nothing on the page says so.

Two quick tells for a Karnataka construction worker. If the table has four zone columns, it is the old schedule. If it does not mention the Greater Bengaluru Authority, it predates the current map. Either one means stop, and go back to the Final Notification page for the 22 May 2026 notification.

Build the habit rather than memorising the trap. A page title tells you when somebody last named a folder. Only the notification inside tells you what the law is. Before you use any rate, open the document, find its notification date and its effective date, and satisfy yourself no later notification has replaced it.

The conditions attached to the Karnataka notification

Most workers read the rate table and stop. The conditions at the end of the notification are where the useful rights are, and Karnataka's are unusually good.

One day's work means eight hours. If you are engaged for less than eight hours you are entitled to proportionate wages worked out from your category's rate — not to nothing, and not to whatever the contractor feels like. On piece-rate work, your earnings for eight hours must not fall below a day's wage for a worker doing the same kind of work on a day rate.

Work beyond the fixed daily hours is paid at double wages. So is work done on the establishment's weekly rest day or on a festival holiday. If you are called in on your off day, that is a double-wage day, not a normal one, and this is the condition contractors most often ignore.

Where women, men, third-gender persons and persons with disabilities do the same work in equal measure, the employer must pay all of them at the same rate. A lower rate for women carrying the same headload is a violation, not a custom.

And the notification requires wages to be paid by cheque or credited directly to the worker's bank account. Which, incidentally, produces exactly the payment record you will need at labour card renewal.

If you are being paid below the Karnataka floor

Start with the record. Site address, contractor's name and number, the dates you worked, the hours, and what you were actually paid. Photograph the attendance register page if there is one. Keep the UPI messages.

Then raise it once, plainly and early: "the notified rate for skilled work in this zone is higher than this, I need it corrected from this week." A surprising number of small contractors are simply working off an old number — quite possibly off the superseded page described above — and will fix it.

If that fails, the complaint goes to the labour department. Take your record to the jurisdictional labour office or the Labour Commissioner's office. A registered construction workers' union will help you draft and file it and will usually come with you. The welfare board helpline on 155214 can tell you which office covers your site.

Do not let it run for a year. Claims get harder to prove the longer the gap, and the workers who recover money are almost always the ones who wrote things down at the time.
