Construction labour in Nizamabad

Nizamabad is in Telangana, so a construction worker's labour card, welfare-board benefits and minimum wage here are decided by Telangana's rules — not by the national ones. This page collects what actually applies in Nizamabad: the board you register with, the wage notification in force, and what the trades are paid.

Jurisdiction: Nizamabad is governed by Telangana labour law. Neighbouring cities can belong to the same labour market and still fall under a different state board.

Where the rules come from

Labour card in Telangana

In Telangana your labour card is registration with the Telangana Building and Other Construction Workers Welfare Board, which came into existence in September 2014 after the state was formed. One thing to know before you start searching: there is no online application. Telangana registration is done on paper, on Form XXVII, submitted to the Assistant Labour Officer. The board publishes a registration fee of ₹50 and a membership subscription of ₹12 a year, or ₹60 for five years.

There is no online form — do not let anyone sell you one

Telangana's board publishes read-only services online: you can search the registered worker list, check a claim status and find an officer. What it does not publish is an online worker registration. Its own page on how to apply for benefits and schemes reads, in full, "Available Soon".

MeeSeva, which handles a great many Telangana services, does not offer construction worker registration either — its labour services are on the establishment side, for employers.

So if a website offers to complete your Telangana labour card application online for a fee, it is not doing anything the board recognises. The real route is Form XXVII, on paper, to the Assistant Labour Officer for your area.

One technical note if you are opening the board's website on a phone: the board's server is misconfigured in a way that makes some browsers show a security warning. It is the genuine board site, but you cannot easily tell that from the warning, which is one more reason the office visit is the safer route in Telangana.

Form XXVII, and who can certify your 90 days

The application is Form XXVII. It is published on the board's site, and it is a scanned Telugu form, so if you do not read Telugu take it to the office or to a union rather than trying to fill it alone.

The certificate of employment is the part that decides whether you get registered, and Telangana names four kinds of issuer. A labour department officer not below the rank of Assistant Labour Officer, on his personal verification, at your request. A trade union of construction workers. A registered establishment. Or a government organisation or agency engaged in the building industry.

Read that first one again, because it is the most useful sentence on the board's site. The Assistant Labour Officer can verify your employment himself and issue the certificate on your request. In other words, in Telangana the officer who receives your application is also empowered to solve the problem that usually blocks it. Go to him and say so directly.

What to take, and what it costs

Two passport size photographs. Age proof by way of a school certificate or a doctor's certificate. The form itself also lists a ration card, voter card, Aadhaar card, or another identity card or pass book — any one of them.

The money: ₹50 towards registration fees, and ₹12 as membership fee per annum, or ₹60 for five years, paid to the concerned Assistant Labour Officer. Five years for sixty rupees is better value than one year for twelve and it removes four chances to forget, which is the main reason cards lapse.

Those figures are published by the board and confirm on its page before you go, but they tell you what you need to know about the market for "help": a Telangana labour card costs about the price of two cups of tea.

Name your dependants when you apply — do not leave this blank

Telangana asks for something at application time that most workers skip: a nomination specifying the names of your dependants, for the purpose of delivering benefits if you die. The board takes the meaning of "dependants" from the old workmen's compensation law.

This is the single most consequential blank space on the form. The board's schemes include relief for a fatal accident and relief on natural death, and both are paid to the people you named. A worker who left the nomination blank leaves his family arguing with an office at the worst week of their lives.

It can be changed. The board's page says the nomination may be modified at any time by giving written notice to the Inspectors. So fill it in now with whoever is right today, and update it when your circumstances change — a marriage, a birth, a death.

Renewal is a bank challan, not a web page

Telangana's renewal is unusual and it catches people out. You pay the subscription — ₹12 a year, or ₹60 for five years — at any State Bank of India branch in the state, by challan, into the board's account. Then you take a copy of the challan to your Assistant Labour Officer.

Two steps, and the second one is the one people miss. A paid challan sitting in your pocket does not renew anything until the copy reaches the ALO.

The account number is printed on the board's renewal page. Check it there on the day you pay rather than copying it from anywhere else, including from here.

What the Telangana board pays for

The board's welfare schemes page lists a marriage gift, a maternity benefit, fatal accident relief, disability relief with a higher figure for total disability, disability aids and appliances, natural death relief, hospitalisation relief paid per day up to a monthly cap, funeral expenses with a separate transport component, a skill development training stipend, a relief scheme for unregistered workers, and construction worker health screening.

Telangana prints the authorising Government Order number next to each scheme. Note the G.O. number for the scheme you need and quote it. It changes the conversation at an office.

Two honest cautions. The board's "how to apply for benefits" page is an empty stub, so the procedure has to come from your Assistant Labour Officer rather than from the website — ask for the claim form by scheme name, and the board does publish claim forms in its downloads section. And the board's homepage mentions a pension scheme that does not appear in its own schemes table, so do not plan around a Telangana BOCW pension without confirming it at the office.

Minimum wage in Telangana

In Telangana a mazdoor on a building site is owed at least ₹12,778 a month and a first-class mason at least ₹14,346, for the half-year 01-04-2026 to 30-09-2026 — and almost all of that is dearness allowance rather than basic, which is the single most surprising fact on this page. Telangana's minimum wages are notified by the Commissioner of Labour and published on the department's Minimum Rates and Wages page, which lists 73 scheduled employments with a spreadsheet for each half-year. Construction is entry 13 on the schedule, formally "Construction or maintenance of Roads and Building Operations" — the index page abbreviates it to "Construction Roads", which makes it easy to walk straight past. Construction has no zones in Telangana: one rate set applies across the state. What moves is the variable dearness allowance, revised on 1 April and 1 October each year.

Find the right row, and do not take the wrong one

Open the Labour Department's Minimum Rates and Wages page. It is a long table: 73 scheduled employments down the side, half-year periods across the top, and a spreadsheet in every cell.

The row you want is displayed as "Construction Roads". Its formal name in the schedule is "Construction or maintenance of Roads and Building Operations", it is entry 13, and inside the spreadsheet it splits into two parts — employment in building operations, and employment in the construction or maintenance of roads, which uses the same rates except for a handful of machinery-driver categories.

The abbreviation is a genuine trap. A mason hunting for building work sees the words "Construction Roads" and assumes it is about highways. It is not; building operations are inside it. And do not take the neighbouring row, "Construction of Projects including Dams and Multipurpose Projects", which is entry 14 and a different schedule.

Then pick the column for the current half-year and open the spreadsheet. Everything you need is printed on the face of it.

How a Telangana construction wage is actually built

This is worth understanding, because it explains something that otherwise looks alarming.

The basic wage for construction comes from a notification issued in 2007 — G.O.Ms.No.85 of the Labour, Employment, Training and Factories Department, dated 22 September 2007, published in the Gazette in October 2007. That basic figure has not been revised since. What has been revised, every six months, is the variable dearness allowance sitting on top of it.

The arithmetic is printed inside each spreadsheet and it is simple enough to check by hand. The wages were linked at 525 consumer price index points. The department notifies the current index number each half-year. The VDA is paid on the difference — current points minus 525 — at a per-point rate fixed in the original notification. Your legal minimum is the 2007 basic for your category plus that VDA.

For the current half-year the spreadsheet shows the whole sum on its face: index notified as on 01-04-2026 is 1,995 points, less the 525 linking point, gives 1,470 points; at the notified rate of ₹6.40 a point that is ₹9,408 a month of VDA, payable 01-04-2026 to 30-09-2026. The same ₹9,408 goes on every category, because it is a flat per-point amount rather than a percentage.

So the monthly minimums for employment in building operations, printed in the file's own total column, are these. Skilled — first class mason, first class carpenter, first class painter, mechanic, stone dresser, fitter, plumber, tile turner, maistry, stone cutter, welder, licensed electrician, machinist, supervisor — basic ₹4,938 plus ₹9,408, total ₹14,346. Semi-skilled — second class mason, second class carpenter, second class blacksmith, second class painter, a fitter bending bars for reinforcement, tinker, sawyer, glazier, brick moulder, assistant fitter — basic ₹4,102, total ₹13,510. Unskilled — mazdoor, gang mazdoor, mukkadam, peon, sweeper, watchman, security guard — basic ₹3,370, total ₹12,778. Others, the clerical group, basic ₹4,302, total ₹13,710. Cart man, basic ₹3,370, total ₹12,778.

Look at what those numbers actually say. For a mazdoor the basic is ₹3,370 and the allowance is ₹9,408 — the allowance is nearly three quarters of the wage. That is why a Telangana figure quoted without its half-year is worthless, and why a contractor who shows you the 2007 basic and calls it the minimum wage is understating your floor by about seventy per cent. You do not have to add anything up: the spreadsheet prints the total in its last column.

The roads half of the same schedule uses these rates except for a few machinery categories, which are higher: a driver of bulldozers or earth-moving machinery, of lorries or of road rollers is on basic ₹5,138, total ₹14,546; a tractor driver on ₹4,520, total ₹13,928; drivers of pump engines and motor mills on ₹4,102, total ₹13,510; and a pump and engine cleaner, hammerman or fireman on ₹3,370, total ₹12,778. If you drive plant on a Telangana site, that is your row and it is above the skilled one.

Rates are re-notified every six months, on 1 April and 1 October. Open the Minimum Rates and Wages page, take the column for the current half-year, and read the total column for your category rather than trusting the figures above once the window has passed.

Two things follow. First, a Telangana construction wage figure is meaningless without its half-year, because the VDA is most of it. Second, when a contractor tells you the schedule is "from 2007 and out of date", he is half right and entirely wrong: the base is old, and it is still the notification in force, and the VDA is current. The department's own note says schedules with a VDA component are meant to be revised every five years, which for construction has not happened — that is a fair criticism of the government, not a reason to pay you less than the notified total.

Categories: there is no highly-skilled tier here

Telangana's construction schedule uses five categories, and they are not the four that most Indian wage tables use. There is no "highly skilled" row. The categories are skilled, semi-skilled, unskilled, others, and cart man.

What makes this schedule unusually useful is that it names job titles rather than leaving you to argue. Skilled covers first class mason, first class carpenter, first class painter, mechanic, stone dresser, fitter, plumber, tile turner, maistry, stone cutter, welder, licensed electrician, machinist and supervisor. Semi-skilled covers second class mason, second class carpenter or assistant carpenter, second class blacksmith, second class painter, a fitter bending bars for reinforcement, tinker, sawyer, glazier, brick moulder and assistant fitter. Unskilled covers mazdoor, gang mazdoor, mukkadam, peon, sweeper, watchman and security guard. "Others" is the clerical group — clerks, storekeeper, muster clerk, typist, steno, accountant, computer operator.

So in Telangana the argument is often not "am I skilled" but "am I first class or second class". That is a real distinction with a real gap between the rows, and it is the one to prepare for. If you set out your own work, hold line, plumb and level unchecked, and are trusted with faces that show, you are arguing for the first class row — and a Skill India certificate in your trade is the cleanest evidence there is.

Note also that bar benders appear in the semi-skilled list as fitters bending bars for reinforcement. If you are a bar bender, read that row rather than assuming you are unskilled.

The Telangana trap: a link that lies about its own date

Telangana's wage spreadsheets are, unusually, trustworthy. We opened several half-years and every one of them says inside itself exactly what its column says outside. Cite the spreadsheets.

The problem is next to them. On the same page, in the section of gazette notifications for the consumer price index numbers used to work out the VDA, the newest entry is labelled as an October 2025 notification and decorated with a "new" marker. The file it actually downloads is the April 2025 gazette. The document inside says so plainly: it is the notification of index numbers as on 1 April 2025, in force from that date.

So Telangana's version of the trap is a mislabelled link rather than a stale page. The lesson is the same one: the label is somebody's typing, the document is the law. Open it and read the date printed inside.

One further caution. That gazette section had not been updated for the later half-years when we checked, even though the wage spreadsheets for those periods were published. Do not conclude from a missing gazette that the wage table is not current — check the spreadsheet, which is the thing you actually need.

What to do if you are paid below the Telangana floor

Print or photograph the spreadsheet row for your category and half-year. Because the file shows the arithmetic — basic, index points, VDA — it is unusually persuasive, and a contractor who disputes a number in a WhatsApp forward finds it harder to dispute the department's own working.

Raise it once at the site, plainly, and early. Many small builders in Hyderabad are simply using a figure they were told years ago, without the current VDA on it.

If that does not fix it, the complaint goes to the labour department, and in Telangana the Assistant Labour Officer for your area is the same officer who handles labour card registration — so one office visit can move two things. The board's customer care number is published on its contact page, and a registered construction workers' union will file with you and usually come along.

What is the minimum wage for a construction worker in Nizamabad?

How much does it cost, and how do I renew?
The board publishes ₹50 registration plus ₹12 a year membership, or ₹60 for five years. Renewal is paid by challan at any SBI branch in the state into the board's account, and then — this is the step people forget — you must take the challan copy to your Assistant Labour Officer. Paying without submitting the challan copy does not renew the card.
Why does my phone say the board website is not secure?
Because the board's server does not send its full certificate chain, which makes strict browsers complain. It is the genuine government site, but you should not have to make that judgement yourself. Since Telangana registration is offline anyway, the safer route is simply to go to the Assistant Labour Officer's office.
Who gets the money if I die on site?
Whoever you named as your dependants on the application form. Telangana asks for that nomination at registration and it is the field most often left blank. Telangana's construction schedule names them both explicitly. If you set out your own work and are trusted with finished faces without being checked, argue for first class — and a Skill India certificate in masonry, which is free through Recognition of Prior Learning if you already know the work, is the cleanest evidence you can bring.
Does Telangana have a highly skilled category?
Not in this schedule. The construction categories are skilled, semi-skilled, unskilled, others and cart man. If someone shows you a Telangana construction table with a "highly skilled" column, it is not the department's table.
