गुजरात में लेबर कार्ड
In Gujarat your labour card is registration with the Gujarat Building and Other Construction Workers Welfare Board, and the application is made through the e-Nirman portal or the e-Nirman mobile app. Gujarat has the widest set of walk-in registration points of any state we have checked: besides the portal, you can register at any Common Service Centre, an e-Gram Kendra, a Dhanvantari Aarogya Rath health van, an e-Shram Seva Kendra, or a Shramik Annapurna meal centre. The board publishes a toll-free number and its schemes are applied for on a second portal, Sanman.
Six places you can register, including the meal queue
The board lists the routes itself: the e-Nirman app or the e-Nirman website, where you can self-register; every Common Service Centre in the state; e-Gram Kendras; the Dhanvantari Aarogya Rath mobile health vans; e-Shram Seva Kendras; and the meal distribution centres run under the Shramik Annapurna scheme.
That last one is the most interesting and the most useful, because it meets workers where they already are. If you eat at a Shramik Annapurna centre, you can get registered there. No separate trip, no separate day's lost wage.
For a migrant worker who has just arrived in Ahmedabad or Surat and does not yet know where the labour office is, that spread of entry points is the practical answer.
What Gujarat asks for — and a mismatch to be ready for
The board's registration page lists exactly one document: an Aadhaar card. The eligibility conditions on the same page are the standard three — you must be a construction worker, between 18 and 60, and have done at least 90 days of construction work in the year.
The Gujarat BOCW Rules, however, ask for more than the website does: proof of age, a certificate from the present employer, three passport size photographs, and a fee as fixed by the board.
So do not walk in with only an Aadhaar card. Take proof of age, photographs, and whatever work evidence you can get, and be pleasantly surprised if you are not asked for them. The website is describing the smooth case; the rules describe what an officer is entitled to ask for.
On the fee: no rupee amount is published anywhere on the board's own pages. The rules say only "a fee as fixed by the board". We are deliberately not printing a number for Gujarat, because we could not verify one. Ask at the registration point, and note that whatever it is, it is a board fee — not an agent's fee.
The trades Gujarat counts — including MGNREGA work
The board publishes a numbered list of thirty-nine qualifying occupations, and it is broader than most. Alongside the obvious masonry, carpentry, plumbing and electrical work it includes solar panel installation, modular kitchen fitting, and swimming pool and golf course construction.
Two entries at the end are worth pointing out. Entry thirty-eight is MGNREGA — work under the rural employment guarantee scheme counts toward Gujarat construction worker registration. Entry thirty-nine is simply "other".
If you have done MGNREGA work in Gujarat, or work of a kind you are not sure counts, that list is the thing to check before assuming you are not eligible.
Two portals: e-Nirman to register, Sanman to claim
Gujarat separates the two functions and it confuses people. You register as a worker on e-Nirman. You apply for scheme benefits on Sanman.
Sanman publishes the board's fourteen schemes with a live open-or-closed status against each — which is genuinely useful, because it tells you before you spend a day on the paperwork whether the scheme is currently accepting applications. When we checked, thirteen were open and the housing subsidy scheme was shown as closed.
The board also publishes a per-scheme document checklist page. Read the checklist for your scheme before you go, because the documents differ between schemes and the second trip is the expensive one.
One warning about contact details. Two Gujarat labour-related sites publish unreplaced website template placeholders — a fake phone number and an example email address — which have been sitting there long enough to be indexed. The real board contact is on the board's own contact page: an office in Karmyogi Bhavan, Gandhinagar, a landline, and a toll-free number.
What we could not verify for Gujarat, and why we are telling you
Two things, and both are the kind of gap a worker deserves to be told about rather than have filled with a guess.
The registration fee amount. No official Gujarat page publishes one. The rules delegate it to the board without stating it.
The renewal rule. We searched the Gujarat BOCW Rules and the board's pages and could not find a stated card validity period or renewal requirement for beneficiaries. That does not mean there is none — it means Gujarat does not publish it where a worker can find it.
So when you register, ask two questions at the counter and write the answers down: what did I just pay, and when does this need renewing. In every other state we have checked, the renewal is annual or near it, and a lapsed card is what breaks claims.
गुजरात में न्यूनतम मज़दूरी
In Gujarat an unskilled construction worker in any municipal or urban development area is owed at least ₹512.50 a day and a skilled one ₹534.50 — the basic fixed on 27-03-2023 with effect from 01-04-2023, plus the special allowance of ₹60.50 a day running from 01-04-2026 to 30-09-2026. Gujarat's basic rates are fixed by the Labour, Skill Development and Employment Department and the special allowance on top is issued by the Office of the Labour Commissioner. Construction is entry 6 of the schedule, worded as maintenance of buildings together with construction or maintenance of roads and building operations. There are two zones, not three, and the rate table has three classes only. The Labour Commissioner's own index page carries an undated link that serves a notification from 1997.
The Gujarat trap: an undated link to a 1997 notification
On the Labour Commissioner's index page, under the heading Basic Rates of Minimum Wages, there is a link whose text reads exactly like the employment you are looking for: employment on construction or maintenance of road or in building operations, and employment in the maintenance of buildings. It has no date on it. It sits in the same flat list as the current documents.
It serves a gazette notification from April 1997, with effect from 1 May 1997. Its rates are a small fraction of the ones actually in force, and its cost of living base index is a number that has not been relevant for a generation. Nothing on the page says it is superseded.
Two more Gujarat pages do the same thing more quietly. Two older rate pages carry the current-sounding title "Minimum Wages Act, 1948" while containing rounds of rates from well over a decade ago, and one of them still shows a Zone III that no longer exists in the construction schedule. Both were last updated in 2013 and neither carries a supersession notice.
The correctly labelled current document is the one whose link text carries its own date — the 46 scheduled employments basic rates notification of 27 March 2023. Look for the date in the link text. A link without a date on this site is a link you should distrust.
And one specific booby-trap: the file name of that current notification contains a 2026 date stamp even though the notification inside it is from 2023. Gujarat's file names are re-upload dates. Never read an effective date out of a file name here.
The Gujarat rates, and the two documents you have to add together
Gujarat does something unusual that makes this simpler than it looks: the 2023 notification does not print a separate rate table for each of its 46 scheduled employments. It prints ONE schedule of three classes and two zones, and applies it to all of them. So there is no construction rate table to hunt for — there is the schedule, and an annexure that tells you which class your job title falls in.
The basic rates per day, effective 1 April 2023, are: skilled ₹474.00 in Zone I and ₹462.00 in Zone II; semi-skilled ₹462.00 and ₹452.00; unskilled ₹452.00 and ₹441.00.
On top of that goes the special allowance, and the current circular is dated 2 April 2026 and runs from 1 April 2026 to 30 September 2026. It sets ₹60.50 a day for the 46 scheduled employments — which is the block construction is in. Read that carefully, because the circular has a second block: six named employments (brick production, jari, ready-made garments, salt, tobacco and bidi, and agriculture) get ₹146.00 a day instead. Taking the larger number because it is on the same page is a mistake in the employer's favour only until somebody checks.
Adding the two halves gives, for Zone I: skilled ₹534.50, semi-skilled ₹522.50, unskilled ₹512.50 a day. For Zone II: skilled ₹522.50, semi-skilled ₹512.50, unskilled ₹501.50. THAT ADDITION IS OURS. Gujarat publishes the basic in one document and the allowance in another and never prints the combined figure, so if you are quoting a number at a contractor, quote it as "₹452 basic plus ₹60.50 special allowance" and let him do the sum.
Both halves move independently and on different clocks: the basic only when a new notification is issued, the allowance every 1 April and 1 October. Check that the allowance circular you are holding covers today's date — it prints its own start and end dates — and check the index for a basic notification newer than 27 March 2023.
Two zones, and the third one is a ghost
The 2023 notification defines the zones for itself. Zone I is the area within the limits of any Municipal Corporation, any Municipality, any Urban Development Authority jurisdiction, and any Nagar Palika. Zone II is all the other areas of the state.
So the practical line in Gujarat is urban versus rural, drawn generously on the urban side: not just Ahmedabad, Surat, Vadodara and Rajkot, but every municipality and every urban development authority area.
Older, superseded Gujarat pages define Zone I differently — through the Bombay Provincial Municipal Corporation Act with a ten kilometre peripheral belt — and one of them shows a Zone III. Neither survives into the current construction schedule. If your table has three zones, it is not the current one.
The notification also handles the odd cases: university campuses, agricultural university campuses and cantonment areas pay the rates of the nearest zone.
Skilled A and Skilled B are not two rates — and that is good news
This needs stating carefully, because it is easy to get backwards and we have seen it got backwards.
Gujarat's construction entry, number 6 in the annexure, does list its skilled jobs under two headings, Skilled A and Skilled B. But the annexure is a CLASSIFICATION LIST, not a rate table. The rate schedule has exactly three rows — skilled, semi-skilled and unskilled — and the note under it says in terms that the annexure is there to tell you which of those three classes an employee belongs to. So Skilled A and Skilled B are both simply "skilled", and both are paid ₹474.00 a day in Zone I before the allowance. There is no premium for being in the A list.
That is worth knowing in your favour rather than against you. It means the argument you actually need to win is skilled versus semi-skilled, which is a much bigger gap than any A-versus-B distinction, and it means an assistant mason named in Skilled B is on the full skilled rate rather than something in between.
Skilled A is the tradesman with his own tools: carpenter with his tools, blacksmith with his tools, mason with his tools, plumber with his tools, stone cutter with his tools. The phrase "with his tools" is in the notification itself.
Skilled B covers assistant carpenter, assistant mason, assistant blacksmith, assistant plumber, glazier and tinsmith with their tools, road roller driver, truck driver, foreman, painter and decorator, head fitter, mechanic, mistry, electrician, and clerk and munim. All of them are on the skilled rate.
Semi-skilled includes bar bender, welder, wireman, mixer driver, pump operator, glass fitter, white washer, colour washer, mukadam, miner or blaster, asphalt sprayer and assistant electrician. Unskilled is mazdoor, chowkidar, mali, sweeper and below-you-boy.
So if you are a bar bender or a welder in Gujarat, read the semi-skilled row — ₹462.00 basic in Zone I, not ₹452.00 — rather than assuming you are unskilled. And if you are any kind of mason, carpenter, plumber, electrician or mistry, named in either the A or the B list, the skilled row is yours.
Basic plus special allowance, revised every April and October
Your legal minimum is the basic rate for your zone and class plus the special allowance, and the two are published as two separate documents by two different offices. Take both.
The notification sets the mechanism out plainly: the special allowance is adjusted every six months beginning on 1 April and 1 October, on the basis of the average cost of living index for the preceding six months ending 30 June and 31 December. For every rise of five points over the base index the allowance goes up by a fixed small amount per day, and for every fall of five points it comes down by the same.
So the allowance can fall as well as rise, which is unusual and worth knowing before an employer surprises you with it.
When we checked, the current allowance circular ran from 1 April 2026 to 30 September 2026. Note that the circular groups the scheduled employments into two blocks with different allowance amounts, so read which block construction is in rather than taking the first figure on the page.
Other conditions in the Gujarat notification worth knowing
Equal wages, stated broadly: male, female and transgender employees should be given equal wages for equal work. Gujarat's wording explicitly includes transgender workers.
Part-time work: an employee employed part-time is paid half the minimum rate plus special allowance if they work up to four hours, and the full minimum rate plus allowance if they work more than four hours. So four hours and one minute is a full day's floor.
Contract labour: employees engaged by a contractor or other agency shall not be paid less than the wages plus special allowance payable to the category they belong to. Being hired through a labour sardar does not put you on a different rate.
Apprentices: an apprentice on skilled or semi-skilled work is paid seventy-five per cent of the minimum rate for the first three months, and in full after three months. If you are still on apprentice wages in month five, that is the clause to point at.

- You are on the wrong portal. Gujarat registers workers on e-Nirman and takes scheme applications on Sanman. Sanman also shows whether each scheme is currently open or closed, and the board publishes a per-scheme document checklist — read the checklist for your scheme before you travel.
- How many wage zones does Gujarat have?
- Two, for construction. Zone I is anywhere inside a Municipal Corporation, a Municipality, an Urban Development Authority area or a Nagar Palika; Zone II is the rest of the state. - What is the difference between Skilled A and Skilled B?
- In money, nothing — and that surprises people. Gujarat's rate schedule has only three rows, skilled, semi-skilled and unskilled, and both the A and the B lists sit inside "skilled", so both are paid ₹474.00 a day in Zone I plus the ₹60.50 special allowance. The A and B headings live in the classification annexure, which exists to tell you which of the three classes your job title falls in, not to split the rate. Skilled A is the tradesman with his own tools — carpenter, blacksmith, mason, plumber, stone cutter. Skilled B is the assistants to those trades plus drivers, foreman, painter and decorator, mechanic, mistry, electrician and clerical staff. The argument worth having is skilled versus semi-skilled.
- Can the Gujarat special allowance go down?
